When you die your debts usually die with you!  This is not the attidude debt collection agencies in the USA are taking.  They are targeting relatives of the deceased informing them that they have a moral obligation to repay the debt, even though legally they are not required to do so.   Because debt collection agenies are so persistent in their calls that family member often pay to get rid of them. 

The Wall Street Journal found it worthwhile to dedicate a two page article to this unsavory practice.  Banks and credit card companies are just as guilty since they outsource the collection of such claims to specialty debt collection agencies.

This is not a good example of best demonstrated practices by the debt collection industry.
