As part of the Vietnam Green Finance Conference 2026,FiinGroup signed a Letter of Intent withVIFC-HCMCto collaborate on developing market information infrastructure and establishing the presence ofFiinGroupandFiinRatings at VIFC-HCMC, with the aim of advancing green finance transactions at the financial center.
Vietnam is facing a significant opportunity to attract green capital. However, for capital to flow into the real economy, the market needs more than projects with potential. Projects must also be considered bankable by international investors.
To achieve this, developing a pipeline of projects with strong economic viability and demonstrable positive environmental impacts, assessed against ESG and international green finance standards, is essential. Establishing a Measurement, Reporting and Verification (MRV) system is an important factor in enhancing project attractiveness and diversifying funding sources through international investors.
With extensive experience in green finance transactions involving institutional investors in Vietnam over the years, including through research, analysis and green projects assessment, against international green taxonomies and frameworks such as ICMA and CBI, as well as credit ratings for green bond and green loan transactions, FiinGroup and VIFC-HCMC have been working together toward a concrete cooperation framework through the signing of the Letter of Intent at the Vietnam Green Finance Conference 2026, jointly organized by VIFC-HCMC, FiinGroup, Nam A Bank and GGGI on August 6, 2026, in Ho Chi Minh City.
04 cooperation pillars and 02 priority initiatives:
The cooperation framework focuses on four pillars:
- Developing market data and information infrastructure
- Developing green finance products and capital markets
- Building an Investment-Ready Pipeline Program
- Conducting policy research, strengthening capacity, and promoting VIFC-HCMC to the international investor community
In the initial phase, FiinGroup will prioritize two initiatives:
- Exploring the establishment of FiinGroup and FiinRatings’ presence at VIFC-HCMC: Contributing to greater information transparency, capital market development, and investor connectivity through independent assessments.
- Exploring the deployment of FiinGroup’s Supply Chain Finance (SCF) Platform at VIFC-HCMC: Digitizing and standardizing the financing process based on transaction data and expanding access to capital for businesses across supply chains.
Mr. Nguyen Huu Hieu shared: “An international financial center needs more than mechanisms and incentives; it needs strong trust infrastructure to connect investors with quality investment opportunities. FiinGroup aims to contribute to this infrastructure through data, analytics, technology, and solutions that support the development of transparent, scalable transactions with real impact.”
Putting data at the center of supply chain finance
One of FiinGroup’s priority initiatives is FiinSCF, a supply chain finance solution designed to expand access to financing for businesses across supply chains through a digital platform and real transaction data.
This provides an important layer of infrastructure to help address greenwashing risks, reduce investors’ due diligence costs, and turn potential opportunities into transactions that can attract domestic and international capital. Rather than relying solely on traditional financial information, the solution integrates transaction data and ESG assessments into the financing process, giving financial institutions additional insights to assess businesses, manage risks, and design appropriate financing solutions.

The Letter of Intent with VIFC-HCMC is not only a milestone in cooperation, but also reflects FiinGroup’s vision of building trust infrastructure for Vietnam’s green finance market. The strength of an international financial center should not be measured solely by the scale of capital it attracts, but also by its ability to turn opportunities into transparent, credible, and scalable transactions.
